Maryland Electronic Health Record Incentive Program
Maryland DHMH's Role
Administering the Electronic Health Record incentive programs will involve collaboration between federal and state agencies. The Maryland Department of Health and Mental Hygiene is charged with supporting the Medicaid EHR incentive program through the following actions:

Administer the incentive payments to eligible professionals and hospitals;

Conduct adequate oversight of the program, including tracking meaningful use by providers; and

Pursue initiatives to encourage the adoption of certified EHR technology to promote health care quality and the exchange of health care information.
The EHR incentive program for Medicare providers will be administered by CMS.
Planning and Implementation
States must develop planning and implementation documents describing how they will administer the program, provide adequate oversight, and pursue activities to encourage the adoption of certified EHR technology to promote health care quality and the exchange of health care information. Maryland will submit the following planning documents to CMS:

Planning - Advanced Planning Document (P-APD) – submitted March 2010

State Medicaid Health IT Plan (SMHP) – approved September 2011

Implementation – Advanced Planning Document (I-APD) (forthcoming)
Following CMS approval, planning documents will be posted here and on the Maryland Health Care Commission’s web site.
